Joyce’s 3 PILLARS

Joyce Chapman has been a strong pillar herself. She was a longtime activist and organizer around community and education issues. Her steadfast, determined attitude helped her found the Pullman Community Development Corporation. She was also an active member of the Far South Side Community Action Council.
Pillar of the Community
A little over a year ago, former Mayor Lori Lightfoot appointed her to the Board of Education, filling a seat that had been vacant for a long time.
Chapman was a true visionary, leader, and empowering woman. She was dedicated to ensuring that all youth and families receive quality education, have productive public safety, adequate housing and provide support to all positive community initiatives.
For over 20 years, she emersed herself in social serves and community engagements. Additionally, her professional experience of working with DOC Juvenile parolees and Wards of the State enhanced her abilities to assist the underserved population in her community and around the greater Chicagoland area.
Work History
From 1999 to 2009, Chapman served as the CAPS Beat 512 Facilitator for CPD’s 5th District. Subsequently, her dedicated work helped her become the District Advisory Council President for the that Department. Additionally, her tireless efforts working with the residents of the community became instrumental in helping deter crime in various Chicagoland neighborhoods.
Chapman firmly believed that working with local police districts to ensure safety and enhance quality of life in the community is important. In 2016, she was appointed to serve on the Chicago Police Community Policing Advisory Panel (CPAP).
For over 10 years, Joyce served as the President of the Gately Park Advisory Council (GPAC). Under Chapman’s leadership, they developed and implemented:
- Seven Holiday Food Giveaways.
- Seven Secret Santa Giveaways,
- Six annual Community Field Trips to the Brookfield Zoo. This event hosted over 400 youth and families for a day full of fun.
- And seven annual Men Grill-Offs.
Advocacy and Representation

In addition to serving various positions, Chapman continued to be an advocate and representative of her community. In May 2016, she founded Women Empowered Civic Engagement. The WECE challenges and champions the task of women’s involvement in legislation. Which includes city, county, state, and federal.
Additionally, Chapman served as the President of the Far South Chicago Coalition. In 2019, she developed and organized the Quality of Life Plan of LISC Chicago for the Far Southside of the city.
Continuing her dedication to her community, she became the Vice President for the National Community Based Organization Network (NCBON). This organization focuses on involving, engaging and empowering community organizations.
Heaven Gains an Angel
Today heaven gained an angel. A person who helped uplift the lives of those she met and loved. Chapman left her mark on her community, children and grandchildren, all of whom love and miss her dearly. She leaves behind fond memories, her three pillars (Amina, Ashanti, Umi) and a host of grandbabies who made her “beam.”
May she rest in peace and her family find solace.
