On Tuesday afternoon, U.S. prosecutors and Philadelphia law enforcement apprehended a third suspect. Jermahd Carter, 19, in Northeast Philadelphia, prosecutors confirmed Tuesday night. Carter’s bail has been set at $4 million, according to the district attorney.
