Allegations
Two IRS whistleblowers, Gary Shapely and Joseph Ziegler, are coming forward after a five-year investigation on Hunter Biden. Ziegler claims that the evidence found “supported felony and misdemeanor charges”. Ziegler stated that David Weiss, an U.S. Attorney for Delaware, who was appointed by Trump, agreed with certain felony charges.
Ziegler also claims what he collected shows that Hunter Biden improperly claimed business deductions for personal expenses. The personal expenses range from payments to escorts, college tuition for his children, to bills for stays at a posh Hollywood hotel, and no-show employees.
Biden pressured a Chinese businessman to pay his owed payment by using his father. He allegedly texted on WhatsApp, “I am sitting here with my father. We would like to understand why the commitment made has not been fulfilled.” Additionally, “I would like to resolve this now before it gets out of hand, now means tonight.” Joe Biden has denied that he was there and has no prior knowledge about the messages.
In 2021, Ziegler says he drafted a memorandum for prosecutors to charge Hunter Biden with misdemeanors and multiple felonies. In addition, Ziegler also says that in August 2022, all four of the assigned processors were in agreement to charge Hunter Biden with misdemeanor and felony tax charges.
Hunter Biden
Hunter Biden is an American Attorney. He is also the son of U.S. President Joe Biden. Before becoming an attorney, Hunter Biden was a legal representative for lobbying firms, a lobbyist, and a banker. He attended Yale Law School, Yale University, Georgetown University, and Archmere University. He founded BHR Partners.
Officials in the Department of Justice were concerned that a jury would be sympathetic to Hunter Biden because of his drug addiction and the death of Beau Biden (his brother).

Hunter has repaid the taxes that he owed. Christopher Clark, an attorney for Hunter Biden, suggests that the investigation was not thorough enough. Biden was arraigned on his plea deal charges on July 26, 2023.
Hunter Biden has pleaded not guilty to two misdemeanor tax charges and admitted to felony gun possession after the plea deal agreement fell apart. The plea deal acknowledges that Biden’s drug use played a role in his gun crime. The plea means that Biden must remain drug-free and not commit any crimes for two years to remain out of jail.
About the Whistleblowers
Gary Shapley is an IRS Supervisory Special agent. He has worked for the IRS Criminal Investigation for 14 years. Shapley claims nonpartisanship, he is not affiliated with any political party. Mary Lytle is the attorney representing Shapley.
The second whistleblower is Joseph Ziegler. Before being identified on July 19, 2023, he was known as “Whistleblower X.” On the 19th, he publicly testified to the House Oversight Committee. Joseph Ziegler is a 13-year IRS Special Agent with the Criminal Investigation Division. Ziegler is a gay Democrat who has been in this agency since 2010. In November 2018, Ziegler initiated the look into Hunter Biden’s tax filings.
Both Ziegler’s and Shapley’s legal representatives have connections to the Republican party. However, their attorneys represent both Democrat and Republican clients.
The two whistleblowers accuse Lesley Wolf, Delaware Assistant U.S. Attorney, an assistant to Weiss, of constantly interfering with the progression of the investigation. One example of this is that they claim she denied their request for a search warrant for Joe Biden’s Wilmington home. Biden kept some of his financial records.
On another occasion, allegedly Wolf stopped investigators from interviewing Joe Biden to ask about his connection to his son’s finances.
During the investigation, Ziegler felt frustrated because he could not take all the actions he wanted during the investigation. He wanted prosecutors to obtain a search warrant for access to a Virginia storage unit that may possess business records.
